The Flat Car has no seats, so riders stand on its deck. Right-click the car and click the chest in its menu to open its hold. A train on a recorded route can load and unload it at cargo docks.

Operate and maintain
The car follows the train it is coupled to. Use Vehicle Repair from outside while stationary and grounded.
Your finished build starts with whitelisting on. Claiming an unowned vehicle, receiving a handover or receiving a faction vehicle starts with whitelisting off. The owner (and the faction, for a faction car) can always open the hold. While whitelisting is on, whitelisted players and allowed groups can open it too; a ticket does not. Unloading beyond 160 blocks is storage, not destruction; use /vf findvehicles to locate your vehicles. A train driving a recorded route with fuel and nobody aboard keeps running instead (see Teach a train a route).
